Although there are many players in the field, WHO as the specialized UN agency for health is well-placed to lead the work on developing an ethics and governance framework that will allow Artificial Intelligence to promote fair and equitable global health. 

The committee was established in September 2019.

Terms of reference

  • Develop an ethical framework for artificial intelligence in health that can frame the oversight, development and use of artificial intelligence across health care and public health. 

  • Discuss how to interpret and implement the ethical framework with respect to governance, including enforcement, compliance and where and with whom such principles apply, including via case studies. 


  • Provide recommendations as to how WHO should take forward such work beyond the completion of the ethics and governance framework (e.g. Commission, framework convention, model laws etc.).
