Background

The World Health Organization (WHO) first developed core competencies for adolescent health and development for primary care providers in 2015, to enhance adolescent-responsive primary care.

Since the guide's release, new health challenges have emerged, such as global pandemics and climate change, and new realities such as the advance of telehealth, that the workforce should be equipped to deal with. WHO has published the Universal Health Coverage Global Competency and Outcomes Framework that guides efforts to enhance workforce capacity towards UHC. The update will ensure that the core competencies reflect the latest evidence, address current health and well-being concerns and training gaps, incorporate new educational methodologies, and aligns with the UHC Global Competency and Outcomes Framework to facilitate system-wide implementation. It will help to ensure that institutions in charge of professional education and training of the adolescent health workforce benefit from cutting-edge advice.

In consultation with key stakeholders including adolescents, health-care providers, policy makers and other groups, a draft of the document was developed that we invite you to review and provide feedback.

How was the draft of the Adolescent health and well-being thematic module: Global Competency and Outcomes Framework for Universal Health Coverage was developed?

The development of this guidance took a comprehensive, step-wise approach including:

  1. Systematic reviews of peer reviewed and grey literature related to providers capacity and competency-based training, and implementation aspects
  2. An international needs assessment with adolescents, health care providers, paediatricians, general practitioners, nurses and other cadres, as well as policy makers, CSOs and development partners.
  3. A landscape analysis of how competency-based training and education is addressed in national adolescent health policies and strategies, and training packages
  4. Oversight and input from a technical advisory group throughout the process
