Side-event at multi-stakeholder hearings in preparation of the HLM on UHC, New York
Purpose
In September 2019, between the first United Nations High-Level Meeting on UHC and the first SDG Summit, the Global Action Plan for Healthy Lives and Well-being for All (SDG3 GAP) was launched by multilateral agencies to support countries achieve their commitments on UHC and other health-related SDG targets through stronger collaboration and better alignment.
2023 marks the halfway point in the implementation of the SDGs and progress is lagging. For this reason, the 13 signatory agencies have jointly reflected on what worked and what didn’t over the past four years of implementing the SDG3 GAP. The 2023 Progress report summarises the lessons and makes six recommendations on what needs to be done by whom to improve the way the multilateral system supports countries to deliver PHC and achieve UHC.
The months leading up to the SDG summit in September 2023 provide an opportunity for a joint push by Member States and multilateral agencies to implement the recommendations, preparing the ground to fully leverage stronger collaboration and accelerate progress towards the health-related SDGs in the second half of the SDG timeframe.
Objective
The session will aim to present the learning from the past four years of SDG3 GAP implementation and kick-off a consultative process to explore how these lessons can be applied to improve collaboration to drive progress in the second half of the SDG period. It will serve to discuss ways to strengthen the incentives needed to foster and sustain stronger collaboration and examine ways to strengthen accountability. It will also explore how lessons from the health sector can be applied to accelerate progress on the SDGs more broadly.
Expected Outcomes
- Participants have been briefed about lessons from the implementation of the SDG3 GAP
- Participants exchanged views on how these lessons can be applied to accelerate SDG progress in the second half of the SDG period and reflect on the role member states and other stakeholders could play
- Preparation of SDG Summit and UHC HLMs are informed
Format
The session will include a welcome from SDG3 GAP agencies’ leadership, a presentation of the key findings and recommendations based on four years of SDG3 GAP implementation, a kick-off panel comprised of global health stakeholders, an open discussion and an outlook to the 2023 SDG Summit, closing reflections and a short wrap-up. Light lunch and refreshments will be provided.
