Framework for health in the humanitarian-development-peace nexus in Africa

Overview

The aim of this framework is to guide countries in integrating and prioritizing health across humanitarian, development and peacebuilding efforts. It will support governments towards harmonization, complementarity and synergy of the efforts of Humanitarian-Development-Peace Nexus (HDPN) partners (including donors and implementing agencies) relevant to health and will guide WHO in providing strategic and operational support to ministries of health.

The document:

  • defines a framework for operationalizing integration and prioritization of health in the HDPN, outlining cross-cutting areas of change, requirements and guiding principles;
  • outlines the roles and responsibilities of key sectors and stakeholders at continental, regional, national and subnational levels;
  • provides recommendations for operationalization of the framework with the goal of attaining collective health outcomes.

This framework is designed for WHO Member States in Africa, ministries of health and other relevant ministries, national and subnational entities, the African Union Commission and its organs, the regional economic communities, the WHO Secretariat, relevant partners (donors and implementing agencies), and bilateral and multilateral partners engaged in humanitarian, development, peace and security activities in Africa. It also emphasizes collaboration with communities, civil society and the private sector.

The framework can be adapted and applied in countries beyond Africa.
