Independent External Evaluation of: The Pandemic Influenza Preparedness (PIP) Framework Partnership Contribution High-level Implementation Plan 2018-2023 (HLIP II): management response

Overview

The Pandemic Influenza Preparedness (PIP) Framework is a World Health Assembly resolution adopted unanimously by all Member States in 2011. It brings together Member States, industry, other stakeholders and WHO to implement a global approach to pandemic influenza preparedness and response. The Framework includes a benefit-sharing mechanism called the Partnership Contribution (PC). The PC is collected as an annual cash contribution from influenza vaccine, diagnostic, and pharmaceutical manufacturers that use the WHO Global Influenza Surveillance and Response System (GISRS). Funds are allocated for: (a) pandemic preparedness capacity building; (b) response activities during the time of an influenza pandemic; and (c) PIP Secretariat for the management and implementation of the Framework. The PIP high-level implementation plans (HLIP) specify how PC funds will be used to strengthen pandemic influenza preparedness capacities. 

An independent external evaluation of the second PIP high-level implementation plan (HLIP II) (2028-2023) was conducted. The evaluation aims to provide accountability for the use of the PIP PC for preparedness activities and aims to provide recommendations that will improve the implementation of the PIP PC preparedness funds. The Evaluation Report included six overall recommendations, to improve implementation. In its management response, WHO accepted these recommendations and developed key actions as well as timelines it will take to address these.
