Noncommunicable diseases (NCDs) are the world’s number one killer, yet health systems are chronically underfunded to tackle this biggest burden. Despite ample guidance for NCD prevention and control, NCD services in least developed countries remain patchy and sporadic. The effective implementation of NCD best-buys requires a collective strengthening of health systems to deliver integrated people-centered NCD services using a primary health care approach, with sustainable financing mechanisms to guarantee NCD entitlements for all. Key elements include appropriate planning, defining of essential health service packages, prioritizing a guaranteed benefit package, ensuring access to medicines and technology, a skilled workforce and robust data to support clinical care and counselling.
