How could Member States request SEARHEF funding?
SEARHEF has simplified and fast-tracked the request and disbursement of funding under both the Preparedness and Response Streams. As an emergency fund, simplicity and rapidity are critical features of the SEARHEF mechanism. The Member States, WHO Country Offices, and the Regional Office collaborate and communicate closely in catering to the funding requests.
In the aftermath of an emergency, the Member State determines the need to request SEARHEF funding after carrying out a rapid needs assessment at the country level. As a result, critical emergency response and preparedness gaps are identified to be filled through SEARHEF funding which cannot wait for the activation of the traditional funding mechanisms.
The Member State needing emergency assistance will prepare a request in collaboration with the WHO Country Office. A successful request following a rapid evaluation by SEARHEF will be provided with the emergency funding as fast as within 24 hours for Response Stream and 14 days for Preparedness Stream. Furthermore, routine transparency and accountability mechanisms is adhered to in fund disbursement, project implementation, monitoring, and evaluation.
