Health financing policy
Country health financing policies can significantly influence equity in service use, service quality and financial protection, each of which is fundamental to making progress towards universal health coverage (UHC). Health financing can be thought of in terms of its key functions, performed by all health systems, namely raising revenues, pooling revenues, and purchasing services. WHO provides guidance on these issues, together with broader strategic guidance on ensuring a system-wide focus when developing strategic health financing interventions. A range of specific issues or interventions are looked at in the documents on these pages, together with a rethinking of all these issues in the context of fragility and conflict.
