The right care at the right place at the right time

Why?

Ensuring that all people have timely access to the health services they need is at the heart of UHC. Essential components include comprehensive preventive and longitudinal care close to home, reliable access to acute care for time-sensitive conditions, and early appropriate referral care.

What?

Clinical Services and Systems brings together WHO’s work on integrated delivery channels –including primary care, emergency care, critical care and operative care—with cross-cutting palliative care content.

This integrated approach to delivery brings focus on people’s movement across the health system, including workstreams on PHC-oriented models of care, UHC service packages and service organization.

How?

We integrate across health areas and life course phases, amplifying the impact of WHO programme guidance by aligning with the reality of service delivery and the way people access care.

We prioritize practical tools for planners and health workers to drive rapid improvements in health outcomes.
