Tool 13: Refugee and Migrant Health: Country assessment tool
Tool overview
The Tool to perform a country assessment on refugee and migrant health (the Tool) is part of a larger toolkit to support refugee and migrant health (the Toolkit) developed by the WHO Health and Migration Programme. It provides more comprehensive information and policy guidance for the implementation at local level of the WHO draft global action plan to promote the health of refugees and migrants (GAP)2, and other initiatives having the same goal. The objectives of the Tool are to:
- Assess health system and essential public health functions, capacities and processes;
- Assess the readiness of health facilities to provide essential health services for refugees and migrants, as well as host communities;
- Guide baseline collections of primary and secondary information on refugee and migrant health situations and needs at national or subnational level;
- Support the development of evidence-informed health interventions that build on existing capacities and appreciate gaps and opportunities, with the aim of contributing to the reduction of morbidity, mortality and health inequity, among refugees and migrants; and
- Promote intersectoral coordination and collaboration.
Tool structure
The Tool is divided into three parts:
Part 1 provides the analytical framework, including the context and challenges. It reviews briefly the GAP, the SDGs of relevance and the global compacts. It contains an analytical framework on health systems and services for health and migration based on the WHO health system (building blocks) as well as on basic public health functions.
Part 2 provides a guide for assessors on how to conduct the assessment, from preparation to the post-analysis activities.
Part 3 contains sample questions and questionnaires, guidance to primary and secondary data collection and guidance for semi-structured interviews with various stakeholders.
There are also three annexes: Annex 1 provides guides for interviews and semi structured interviews with stakeholders; Annex 2 contains a short glossary of terms used in the Tool; and Annex 3 provides a list of recommended resources, guidance and tools.Guidance and tools
