The war in Ukraine has sharply increased the need for rehabilitation services while putting unprecedented pressure on the health system and financial resources. As demand for services, the number of providers and public funding for physical rehabilitation increases, understanding how the system is financed has become critical.
On 30 September 2025 the WHO Country Office in Ukraine, the WHO Barcelona Office for Health Systems Financing, and the European Observatory on Health Systems and Policies will host a policy dialogue to launch 2 new reports:
- “Financing rehabilitation services in Ukraine: a situation assessment and policy options” is a Ukraine-focused analysis examining how rehabilitation care is financed, based on electronic health data and site visits across facilities.
- “Strengthening rehabilitation care: learning from countries’ experiences on organizing service delivery and financing” is a cross-country comparative study developed in collaboration with the WHO Barcelona Office and the European Observatory. It explores how rehabilitation is financed across 14 European countries.
Building on these findings, the policy dialogue will provide a platform to examine current financing approaches, share international experience and identify options to bolster rehabilitation. It will present findings from 2 new studies, share the medium-term vision for rehabilitation financing in Ukraine (including the priorities of the National Health Service of Ukraine and the Program of Medical Guarantees for 2026), and discuss opportunities and challenges for implementing financing reforms in the short term and beyond.
The event will bring together national and regional authorities, clinical experts and international partners to exchange experiences and identify pathways to strengthen rehabilitation as an integral part of universal health coverage in Ukraine.
The event is being organized with financial support from the European Commission’s Directorate-General for Enlargement and Eastern Neighbourhood, and as part of the project “Inclusive strengthening and resilience building of rehabilitation services in Ukraine”.

The policy dialogue will be conducted in a hybrid format (in person and online) in English and Ukrainian, with simultaneous translation available.
