In March 2024 the World Health Organization (WHO) conducted a comprehensive briefing workshop for representatives of Direct Financial Cooperation (DFC) implementing partners (IPs). The focus of the workshop was on ensuring full compliance with new WHO DFC guidelines and sharing key lessons learned from the 2022–2023 biennium, to facilitate improved WHO and partner support to the government of Indonesia.
DFC is an implementation mechanism for programme delivery. It is defined as payments made by WHO to cover the cost of items or activities that would otherwise be borne by governments, to strengthen their health development capacity and ability to participate more effectively in, or to meet their commitments to, WHO technical cooperation at country level.
Ensuring that financial, human and administrative resources are managed in an efficient, effective, results-oriented and transparent manner is a key output of WHO’s Thirteenth General Programme of Work, and a core priority of WHO Indonesia.
In addition to exploring WHO DFC guidelines and examining Joint Work Plan funding trends, participant working groups carried out a series of onsite DFC IP assessments. They addressed key queries and concerns related to DFC compliance and shared a range of insights that will facilitate future cooperation.

The DFC Briefing Meeting and connected initiatives will help ensure efficient implementation of health programmes throughout the 2024–2025 biennium, in alignment with the WHO Indonesia Country Cooperation Strategy 2023–2027. WHO and DFC IPs are committed to implementing the agreed-upon actions before the next DFC briefing in 2026.
