National strategic planning
In 2022, WHO published the Global Health Sector Strategies on HIV, viral hepatitis and sexually transmitted infections (STIs) 2022–2030 (GHSS), to guide the health sector to achieve the goals of ending these epidemics by 2030.
To better support countries for translating the GHSS into strategic plans, WHO published guidance for developing national strategic plans. This guidance situates strategic planning within the broader health sector planning context for HIV, viral hepatitis and STIs. It presents the core elements of strategic plans for each of these diseases and provides considerations for shared approaches as relevant. This guidance is based on a people-centred approach to strategic planning for HIV, viral hepatitis and STIs.
The target audience for this guidance includes all stakeholders involved in national health sector strategic planning for HIV, viral hepatitis and STIs; other multisectoral coordination bodies; civil society organizations and communities; bilateral and multilateral partners; donors and the private sector.
WHO will continue to support countries in developing their strategic plans by the provision of guidance and tools as well as WHO technical staff to participate in the planning process.

Programme reviews
Periodic reviews are an integral part of the programme cycle and are closely linked to planning and reprogramming. They help create a strong foundation for the next strategic planning cycle and inform the identification of priorities for new strategic plans.
WHO published a guide to conducting programme reviews for HIV, viral hepatitis and STIs, which complements the WHO guidance on developing national strategic plans.
This guide can be adapted to other types of programme reviews, such as annual reviews, thematic reviews and project reviews. It may be used for individual disease programme reviews or for integrated reviews across health programmes for more efficient use of health system resources. It is intended to serve the same audience as the WHO guide on strategic plans.
Robust programme reviews will help lay the foundation for strategic plans that can effectively steer HIV, viral hepatitis and STIs responses towards the goal of universal health coverage. WHO stands ready to support countries in their planning efforts.
