Module 4: Monitoring and evaluation

This module provides the tools and resources necessary to effectively monitor and track household energy use, adoption of clean fuels and technologies, and the impacts on health and livelihoods. 

This module offers guidance on how to collect quantitative and qualitative data on stove use, personal exposure to household air pollution, and health impacts associated with reducing exposure. The module includes a set of core questions for measuring household energy use and livelihood impacts developed with partners including the World Bank, as well as a Catalogue of Methods for measuring household energy related outcomes.  

The tools can be used to assess the impact of interventions and help governments and planners determine the cost-effectiveness and sustainability of different solutions. 

The tools also facilitate monitoring of progress toward the Sustainable Development Goal indicator 7.1.2 (Proportion of population with primary reliance on clean fuels and technology), for which WHO is the custodial agency.  Application of standard data collection instruments and methods will contribute to WHO’s evaluation of progress toward this target.

Kitchen survey

A set of standardized and validated questions that can be integrated into national surveys to evaluate household use of fuels and technologies for cooking, heating, and lighting.

Thumbnail Measuring Energy Access

Provides explanations for each question, guidance on how to use the data, and tips for training field workers on survey administration. A WHO/World Bank publication.

Cookstove clean

Reviews methods and tools for measuring stove performance, stove use, air pollution exposure, health, safety, economic, and other impacts of household energy interventions.
