Tool overview

WHO has defined community engagement as "a process of developing relationships that enable stakeholders to work together to address health-related issues and promote well-being to achieve positive health impact and outcomes". There are undeniable benefits to engaging communities in promoting health and well-being of refugees and migrants. At its core, community engagement enables changes in behaviour, environments, policies, programmes and practices within communities. There are different levels, depths and breadths of community engagement, which determine the type and degree of involvement of people.

Refugees and migrants should be involved and engaged in the design of the national and subnational health policies and plans, in decision-making processes and be recognized as co-developers as well as providers of health and other essential services and prevention efforts. Countries should include refugees and migrants in their response and recovery strategies for the social and economic impacts of the COVID-19 pandemic and other health crises. Community engagement interventions that address the capabilities of individuals, refugee and migrant families and communities to contribute to improving their own health are fundamental to the realization of the SDGs, the GPW 13, and the priorities set out in the Global Action Plan 2019-2023 “Promoting the health of refugees and migrants” (GAP).
